National Health and Family Planning Commission (NHFPC) was a Chinese government agency that functioned from 2013 to 2018. The commission was responsible for formulating health policies, coordinating and supervising the implementation of health-related strategies, and managing the national health and family planning programs in China. It was established by merging the Ministry of Health and the National Population and Family Planning Commission, aiming to improve the healthcare system in China and manage the population growth effectively.

History[edit | edit source]

The NHFPC was established in March 2013, during a major government restructuring aimed at improving efficiency and effectiveness in public service. This restructuring led to the merger of the Ministry of Health and the National Population and Family Planning Commission, reflecting the Chinese government's approach to integrate health and family planning services. The commission was dissolved in March 2018, when its functions were absorbed by the newly formed National Health Commission as part of another round of government restructuring aimed at further streamlining the governance of China's vast healthcare and family planning system.

Functions and Responsibilities[edit | edit source]

The main functions of the NHFPC included:

  • Formulating policies, plans, and standards for public health, medical care, and family planning services.
  • Supervising and guiding the implementation of health and family planning programs across the country.
  • Coordinating efforts to solve major health and family planning issues.
  • Promoting public health and raising health awareness among the Chinese population.
  • Managing the national health insurance policies and their implementation.
  • Regulating the healthcare market and improving the quality of healthcare services.

Achievements[edit | edit source]

During its tenure, the NHFPC made significant contributions to improving public health in China. It played a crucial role in reforming the healthcare system, expanding health insurance coverage, and increasing the accessibility and affordability of healthcare services. The commission also implemented various successful family planning policies to control population growth, while gradually relaxing the One-Child Policy to allow more families to have two children, reflecting changing demographic needs and challenges.

Challenges[edit | edit source]

Despite its achievements, the NHFPC faced several challenges, including managing the healthcare needs of the world's largest population, addressing the disparities in healthcare access between urban and rural areas, and dealing with public health crises. Additionally, the integration of health and family planning services required significant coordination and effort to ensure the smooth operation of the newly merged entity.

Legacy[edit | edit source]

The legacy of the NHFPC is evident in its contributions to the development of China's healthcare and family planning policies. Its efforts have laid a solid foundation for the National Health Commission, which continues to build on the achievements of the NHFPC to improve healthcare services and manage population growth in China.
