Optical Image Stabilization involves physically moving elements within the camera lens to counteract camera shake. This is typically achieved using gyroscopes to detect the motion of the camera, and then moving the lens or sensor to counteract that motion.

Digital Image Stabilization, on the other hand, is a software process that works by shifting the electronic image from frame to frame of video, enough to counteract the motion. It uses pixels outside the border of the visible frame to provide a buffer for the motion.
