It is a general measure used to determine whether a particular risk of incapacitation is acceptable or not in determining the fitness of pilots. If a particular disease or condition has an annual risk of greater than 1%, it is considered a risk that is too high and if the annual risk is less than 1%, it is considered acceptable.
